    Because FHA is usually the lender that had the original mortgage before it defaulted. You really have to submit a bid on the property usually with a Realtor licensed to handle the sale of HUD homes. They will submit your offer with a $500.00 deposit, if they refuse your offer then you just resubmit if you want or just get your deposit back. If your offer is accepted then you must show verification of funds, which shows you can pay what you offered. It’s pretty simple really. Excellent luck
