HUD exclusions and section 8?

I am on HUD’s section 8 program and need to know if Financial Aid stipends are excluded income or should they be reported as earned income? Financial Aid IS excluded income because it is for educational purposes, but my worker is not sure if stipends are excluded as well. So that I can stop wondering, can someone please help me with an answer to this issue?

I was told that financial aid stipends are exempt, but I need to verify this. My worker is taking too long to look this up and I have to give my 30-day notice at the end of April. I need to know if I owe anything or not. Is stipends from Financial Aid to be reported or not? For my mom, her stipends aren’t considered as extra income, so why would mine be?

Any and all financial aid (excluding student loans) above and beyond the cost of tuition is included in income calculations. So yes, stipends would be included. The only stipends that are not included are reimbursements (if qualifed elderly or disabled) for medical expenses.
