If you are talking section 8 you have to find a landlord who will take the voucher on your own. Add the word section to a search in craigslist and see what you get. Most landlords that take section 8 state it up front. It is bothersome, but you can call regular ones too. I give in from time to time and rent to a section 8 again. I ALWAYS regret it, but sometimes reckon that I should give one more person a chance.
